M I N U T E S
of the Meeting of Litcham Parish Council held on Monday 10th March 2008, in The Jubilee Hall at 7.30 p.m.

1.     Apologies for Absence.  Apologies for Absence had been received from Councillor Payne. This was accepted.

2.    Declaration of Interest.
    Councillors Oldfield, Carter, C Holland and Mitchell declared a personal interest in
    Agenda Item 4. Councillors D Holland and Lawrence declared a prejudicial interest in
    Agenda Item 4 as they lived adjacent to the proposed site.

3.    Minutes of the Previous Meeting.The minutes of the meeting held on 3 March 2008 having been circulated were approved and signed.

The meeting was adjourned for public comment.
One member of the public suggested that The Parish Council should have distributed the documents to all parishioners.
County Councillor Lloyd Owen informed the public that Norfolk County Council had sent the three documents to Parish Councils as a requisite of the consultation. The old mineral plan was for allocated areas for extraction. The requirement from Government this time is for landowners to put in applications for sites and some of these have been put in speculatively. It is crucial that the Parish Council makes responses to the proposed allocations. This phase is only an application and it does not mean that the sites will succeed. It is important to respond to the preferred options and critical that the transport requirements are commented upon.
There is no guarantee that the sites will not be used for landfill in the future.
On the issue of traffic, concerns were raised over the lack of pavements, children walking to school and that houses are right on the edge of the road. Two lorries can not pass side by side at the museum and there is no pavement on Druids lane for school children to reach the playing field safely. The School is concerned about the possible increased traffic on both the Mileham Road and Druids Lane.
No person present was in favour of the proposed sites. The Parish Council requested that the District Councillor take the objections to Breckland Council.

The meeting was reconvened.


4.    Norfolk County Council Minerals and Waste Development Framework. It was agreed to forward all comments to the Clerk who would collate them and distribute for approval and once approved to forward them to Norfolk County Council.    

5.    Maintenance of the Graveyard.        
    The Clerk had contacted J.P.’s Maintenance to amend their quotation following the previous meeting. They suggested that four cuts was not enough and would not amend their quotation from seven cuts. It was proposed by Councillor Lawrence and seconded by Councillor C Holland to accept the quotation from J.P’s Maintenance for seven cuts per year at £80 per cut, spray the footpaths once at £65 and cut the hedge once for £100. This was passed by a majority decision.    
   
   
15.    Date of the next meeting. This was confirmed as Monday 7th April 2008 at 1930 to be held at The Jubilee Hall, Litcham.
